Uganda: Masaka Killings, Pike’s “The Horrors Of Kapeeka” & Why It Is Time To Bell The Cat

Gulu-Uganda: In April 1990, the twice deposed President Milton Obote, released a six-part document titled’ “Notes on Concealment of Genocide in Uganda. Part one; “Profile of a demented mind” has two paragraphs; “The sayings of Yoweri Museveni” and “The real Museveni”.

“Museveni’s determination to consolidate his Police State is clearly observable in the origins and the prosecution of his wars against the citizens of Uganda. The current wars in Acholi, Lango, Teso and North Bukedi are all extensions of Museveni’s war in Luwero. The objective origin and the extent and nature of the force used in each case are the same, only rationalized for the purposes of tactics, as publicly stated have differed. Luwero was rationalized as a war launched because the 1980 elections were allegedly rigged in favor of Uganda Peoples’ Congress. Museveni chose war and not the constitutional course to redress the matter through the law Court”. The document says in part.

I happen to have served Obote’s second regime as a Military Intelligent & Security elite soldier and my docket was the headquarters of the Uganda National Liberation Army’s (UNLA) 50 Special Brigade specifically established to fight the new rebel, the National Resistance Army (NRA), which was then operating in what became famous as “Luwero Triangle”. 50 Brigade was a hybrid of forces composed of forces from all regular Brigades including civil intelligent unit National Security Agency (NASA) officers. I still recall three of their alleged members of resistance council/supporters of the rebels who were arrested and brought to 50 Brigade headquarters at Katikamu sub-county headquarters on the outskirts of Wabulenzi Town. They are Ms Hadija Najuma, Mrs Elizabeth Buzabo and the late Jesse James Namakajo.

I still recall when my immediate boss, the Intelligent Officer whom I had the privilege of being very close to, the late Major Richard Louis Kizza, accompanied a delegation from Uganda government to London to answer charges of the Luwero skulls/killings after William Pike’s documentary; “The Horrors of Kapeeka” was screened to the International Community which alleged that the government was responsible for the killings/skulls in the documentary.

I still recall what my late boss, who died soon after being released from detention at Upper Prison Luzira, having been imprisoned by the regime, said on return from London; “We denied knowledge of those skulls since they were unearthed from the stronghold of the NRA. We told the world that was the usual NRA tactics of killing innocent civilians who don’t support their campaigns and later turn around to mourn with their own victims and blaming the crime on government soldiers instead”., Major Kizza told us.

“After he had overthrown the Okello Junta, Museveni wasted no time in ordering an onslaught onto members of the UPC throughout Uganda especially in Eastern Region. As an excuse to kill, arrest and beat, terrorize and brutalize UPC members in Busoga, Bukedi, Bugisu and Sebei, Museveni’s functionaries invented what they call “Force Obote Back Again (FOBA) Movement. No such movement ever existed but thousands of UPC members were killed, arrested and detained, terrorized and brutalized for allegedly belonging to it”. Obote’s note says in part.

In today’s Uganda politics, Museveni and his functionaries are bent on trying to politically alienate the ordinary citizenry in Buganda region who overwhelmingly voted for the six-month old party, National Unity Platform (NUP) party in the February 2021 poll thereby humiliating the ruling NRM party from their traditional support base in Buganda. It was also in Buganda that the NRA/M was born and executed to success.

I am therefore not surprised that accusing fingers are now beginning to point at the NRM functionaries in Buganda and Mr. Museveni himself as the architects of the Masaka killings and smearing the blood on the mouths of the two most vocal and critics opposition Members of Parliament, Mr. Muhammed Ssegirinya (Kawempe West) and Mr. Allan Ssewanyana (Makindye West).

Machette-wielding thugs have hacked to death at least 26 innocent civilians mostly the elderly killed in one month of bloody campaigns in the dead of the nights despite the curfew where nobody should be out in the night except security officers to patrol. 10 suspects are charged in courts of law including the two NUP legislators.

Leader of Opposition in parliament Mathias Mpunga says “we are aware that in the past the same nature of killings took place between 2017 and 2018, and up to now we do not have any record as who was behind these murders and the motivation behind them”. On the other hand Museveni’s four time challenger, Dr. Kizza Besigye, says the murders are following a ‘usual template’ where “ADF will likely be the target with no one convicted”.

In the Daily Monitor of Tuesday, September 7, 2021 a regular commentator on political and social issues in Uganda, Nicholas Ssengoba penned; “One-trick pony has run its course” in which he states that “Gorilla movements are born out of violence and they thrive on the same. If there is a political question, it works in their favor if it is turned into a martial dilemma that can only be solved by force and not by winning hearts and minds”.

What Mr. Ssengoba is saying today is what the humiliated late President Milton Obote, said 31 years ago. “Today, under Museveni’s militarist regime had a state of genocide since 1986. However, Africa and the rest of the world speak a language which Ugandans, who have been and are in the throes of massacres, find it difficult to accept as human language, the language which cleanses Museveni and his militarist regime”.

On Tuesday, September 28, 2021 one of the sons of former President Idi Amin, Mr. Hussein Lumumba Amin, revealed that President Yoweri Museveni was implicated in the abduction and subsequent disappearance of the former Chief Justice, Benedicto Kiwanuka 49 years ago.

“Just three months after the abduction of Chief Justice Benedicto Kiwanuka, Mr. Museveni was found driving the very Volkswagen vehicle whose number plate ( UUU 171) eye witnesses had noted on the abduction vehicle. Once cornered by police on January 22, 1973 at House 49, Maluku Housing Estate in Mbale and asked about the vehicle, Museveni and his three other Ben Kiwanuka abductors drew their weapons and started shooting senselessly at the arresting officers and also at the public”

From North to East and now Central, Ugandans now know who the real cat is but remains deeply divided on the question: “WHO WILL BELL THE CAT”?
