Dr. Lloyd Antoine Blanchard, a noted public finance expert, has been appointed Chief Operating Officer at Medgar Evers College of the City University of New York. Dr. Blanchard was selected after an exhaustive nationwide search which fielded over 100 applications.
"Dr. Blanchard will make an excellent addition to our leadership team," said Dr. William L. Pollard, President of Medgar Evers College. "He embodies a wealth and breadth of knowledge from different disciplines that will enrich the college and inform his management of the day to day operations of our institution."
Dr. Blanchard's career comprises 23 years of experience in the finance, management, public relations, academic, and government sectors. In the past eight years Dr. Blanchard has served his time in several prominent executive level positions as well as serving as a professor.

Prior to joining Medgar Evers College, Dr. Blanchard served as Director of Public Performance Management at IEM. He was the company economist and oversaw consulting services in the areas of economic analysis, organizational operations and performance, and financial management in the public sector. He also served as a liaison between the firm and colleges and universities, coordinating research and development opportunities for commercialization in the area of homeland and national
security.
Dr. Blanchard's government executive experience was at the assistant secretary level. He started at the Office of Management and Budget, within the Executive Office of the President of the United States, where he oversaw over $200 billion of the federal government budget. In this position, he influenced a broad range of program, budget, and management policies in a portfolio that included the Departments of Treasury, Justice, Homeland Security, and Housing and Urban Development, among others. He was then asked to become Small Business Administration's Chief Operating Officer, the third ranked position in an agency of 3,500 employees with a budget of around $700 million, oversight of all national operations, and policy review.
Dr. Blanchard served as Vice Provost for Fiscal Management at Louisiana State University. It was there that he advised the Provost on and oversaw all academic budget and facility allocations. He executed budgeting reform that brought academic deans into the Office of Academic Affairs' decision-making process. Prior to becoming Vice Provost, he served as the Executive Assistant to the Chancellor and Executive Director of the university's largest grant-funded research and training operation, the National Center for Security Research and Training, with over $45 million in annual federal grant support.
Dr. Blanchard's research interests lie in public educational costs and efficiency, performance budgeting and management, small business finance, and public leadership. He has been published in numerous scholarly journals, been named one of "Fifty Influential Minorities in Business" by the National Minority Professional Network; and served as Visiting Scholar at the Institute for Research on Poverty at the University of Wisconsin-Madison, amongst other accolades.
Dr. Blanchard holds a Ph.D. in Public Administration with concentrations in Public Finance and Urban Policy from Syracuse University's Maxwell School of Citizenship and Public Affairs; a BA in Economics from the University of Texas at Austin, a BA in Political Science from the University of Texas at San Antonio, and a Master of Public Administration (MPA) from Syracuse University.
