Technology Track Sex Offenders

Keeping track of sex offenders is big news and for good reason. Justice programs on every level of government across the country are overcrowded with those being detained. They are also under-funded to keep them there.

The average expenditure per prisoner is skyrocketing. The Bureau of Justice Statistics (BJS) reports that the average daily cost per inmate to a state is around $62 per day, with no relief in sight. The criminal justice expenditure rates have been drastically increasing each year.

One solution to this problem is being found in a product by RemoteMDx, Inc., at a cost of only $6.50- $7.50 per day. The device, TrackerPAL, is quickly becoming a product that law enforcement agencies, particularly parole and probation officers, across the country are turning to.

Once the person is set up with the ankle system, there are limits set as to where the person is allowed to be. When they deviate from those areas an alarm will notify the monitoring center, whereby the center will notify authorities. The ankle strap system is worn by the offender and their movement is tracked from a remote location. The system allows for Global Positioning System (GPS) active tracking at all times, is tamper resistant, and has two-way voice communication.

“We have a state-of-the art monitoring center located in Utah that is capable of tracking 100,000 people using the device. We are the only company with these capabilities,� explains Dalton. “Our system is a win-win situation, as it tracks sex offenders and saves law enforcement agencies and the public a great deal of money along the way.�

BJS also reports that during just 1994, on any given day there were approximately 234,000 offenders convicted of rape or sexual assault under the care, custody, or control of correctional agencies. Of that, nearly 60 percent were under conditional supervision in the community. Around 24 percent of those serving time for rape, and 19 percent serving time for sexual assault had been on probation or parole at the time of the offense. The TrackerPAL system was designed to address these issues and be a solution to this problem.

The growing problem of repeat sex offenders, along with highly publicized sex offense cases, such as the Jessica Lunsford case, where the young girl was killed by a convicted sex offender, are problems that that the RemoteMDx ankle bracelet system may have been able to help prevent.

“We may not be a magic bullet,� says Dalton, “but we can certainly play an important role in giving the community some peace of mind. We can accurately track offenders under house arrest, on parole, or under court injunction, at one-tenth the cost.�
