Mr. Olara Otunnu, former U.N. Under-Secretary General and Special Representative of the Secretary General for Children and Armed Conflict, said Museveni and his Movement government is responsible for 97 percent of all deaths that have occurred in Uganda during this conflict and the LRA is responsible for the remaining three percent.
