The U.S. and Cuba are moving closer to establishing full diplomatic relations with the removal Friday of Havana from the list of state sponsors of terrorism.

U.S. Secretary of State John Kerry signed the order removing Cuba from the U.S. terrorism blacklist — the move comes 45 days after President Obama informed Congress of plans to strike Cuba off the list.

Congress did not try to block the Obama administration within that time frame.

Cuba had long demanded removal from the list as a condition of full normalization of relations.
