GULU-UGANDA: The former Leader of Opposition in the tenth Parliament, Mrs. Betty Aol Ocan, has poured ice on recent media reports purported to be attributed to the long-time autocrat, General Yoweri Tibuhaburwa Museveni, that he was about to name, shame, and fire corrupt ministers and other government officials on corruption allegations.

“Mr. Museveni is not serious at all when in fact corruption, in Uganda is Mr. Museveni himself. In 2006, he fraudulently manipulated the amendment of the 1995 Constitution to enable him to get a third term as president despite the constitutionally entrenched two-term limit. Is that not corruption? His dream is not sustainable at all under his regime. It has been decentralized and entrenched right from himself to the lowest government structure in the villages- Local Council I chairpersons. His dream will negatively impact on him”, says the former Leader of Opposition, Mrs. Aol Ocan on Wednesday, October 20, 2021, in an interview.

According to The Weekly, The Independent Magazine of February 20, 2020, Uganda officials could have starched away a whopping US$ 73 million (UGX 267 billion) of aids from the World Bank alone. The weekly was quoting research conducted by the Norwegian Business School University of Copenhagen and World Bank.

“Every time World Bank releases money to aid-dependent countries like Uganda, there is correlating increment in the amount of money deposited in countries praised as “heaven”.

The report titled: “Elite Capture of Foreign Aids- Evidence From Offshore Bank accounts indicates that each time the World Bank releases aid money to Uganda, growth rates grow by 2.4% per quarter, much higher than the country’s quarterly growth at an average of 1.6%.
The Daily Monitor of Tuesday, April 20, 2021, on Police Crimes Report says thieves stole over UGX 11.7 trillion (about US$ 3.200.000), a third of the UGX 45.65 trillion) (about US$ 1.3 million). “This is a summation of all losses by individuals, government and private entities for criminality in 2020”, says Mr. Charles Twine, spokesman of the Police crime Intelligence Department.

Some of the crimes registered by Police include embezzlement, fraud, theft, forgery, cyber offenses, obtaining money by pretense, issuing false cheques, and fraud in banks and corporate institutions. Others are cybercrimes and land frauds, causing financial losses, abuse of office, counterfeiting, and uttering false documents.

Uganda is not only baptized by a former colonial master, Churchill, as the “Pearl of Africa” because of its diverse gifts of nature including the source of the longest river in the world- The Nile, however, the country is also gifted with one of the most crafted autocrats Africa had never had, a darling of the West, who labeled him “a beacon of hope” in January 1986 after he came to power through a bloody five-year rebellion.

“This is not just a mere change of guards. I think it is a fundamental change. The problem of Africa is leaders who tend to overstay in power”, he said then, while being sworn in as President in January 1086, promising to hand over power to a civilian elected government in just four years later. Today he is still in power, longer than the total number of years all his predecessors ruled this country. At the end of his current term in 2026, he will have ruled Uganda for 40 years.

No one has ever been able to describe with accuracy, who Mr. Museveni is, except Professor Amii Olara Otunnu who wrote recently, “his chameleon-like opportunism not moderated by any grasp of ethics or conventional morality. This means he can betray both friends and foes he once perceived to threaten his interest in general and hold onto power”. Look at the way he once treated his allies like Dr. Obote, Akena p’Ojok, and Dr. Besigye.

The January 2021 election was also the bloodiest in the history of this Pearl of Africa which is as a result of the emergence of youths in the political scene who are represented by the presidential candidate for the six-month-old party then, The National Unity Platform, Hon. Robert Kyagulanyi Ssentamu also known by his musical stage name as Bobi Wine, the Ghetto President. It has become clear to the autocrat, who has manipulated the 1995 Constitution to maintain his grip on power “that business will no longer be as usual”.
A recent social media post; “Museveni Shocks Nation: Starts Compiling Names of Corrupt Ministers, Tension Spreads Civil Service” indicates that his days as President are truly numbered. This development is not by accident.

First of all, he had thought that after Br. Besigye, his bush-war personal doctor turned arch-foe and four-time challenger, Col. Dr. Kizza Besigye, who had slid back in the political backyard in the last two elections would not make a comeback to dislodge him from his comfort zone.

Dr. Besigye has now come back with a new campaign, the “Red Card” effectively joining youthful “Ghetto President”, Robert Ssentamu-Kyagulanyi aka Bobi Wine’s National Unity Platform (NUP) which dislodged and humiliated Mr. Museveni from his stronghold and from where he began his military campaign to access power in 1981- Buganda Central Region.

Dr. Kizza Besigye said in 2016 that the National Resistance Army and its political wing, the National Resistance Movement (NRA/M) are technical “Museveni’s Enterprises” but no one noticed nor believed him then.

For thirty-six years and still counting, his only remarkable achievement is to rehabilitate his bush-war close family members and friends from the barefooted and wearing tattered clothes to the Super rich class/club of citizens and non-citizens alike instead of the masses who remain in abject poverty. In the North, which voted massively for his party for the first time since the 1996 general election, poverty has risen to its peak at 68%.

In his thirty-six rule, Museveni has failed to achieve what Dr. Obote did in just less than five years as far as socio-economic developments are concerned. Look at the 22 hospitals across the country but under Museveni, there is an imbalance as far as distribution of the national cake is concerned.

“To empower the grass-root communities in war-ravaged Northern Uganda, the government needed to have “fed the goose that laid the golden egg”. Government structures are not functioning and there is no implementation of projects. What is important was to empower the trodden upon communities to rise from the ashes they are in. You can’t find the impact of US$ 220 million on the people”.

These were the words of the late Presidential Advisor on Agriculture Dr. John Joseph Otim in the last interview we had before passing on as to why poverty persists in Northern Uganda. Are we surprised? Not because all revenue donated, locally raise aids or grants are controlled and distributed at State House, not Bank of Uganda.

Even Gen. Museveni’s sibling, Gen. Salim Saleh, believed to be the defect-to invisible hand in Uganda’s public funds, said in 1997 that: “The future of Uganda’s rural economy will be determined by production by the masses, who have been economically empowered, rather than mass production controlled by one individual. This is even more so in areas where everybody owns the land”.

“Museveni is an authority in everything”.
