Uganda: The Cat is Out of the Bag: Museveni Dreams of Being the Center of Gravity for Africa before Retirement

“Please you people, I want to go and look after my cows. Create a center of gravity, I push you there, then I go and look after my cows. I am glad that His Excellency Ruto (present at the time of the speech as his special guest) and other Kenyans and East African leaders support this idea. In Arusha, they are now talking the same language of confederation as the first step to Federation”.

“In this generation of African leaders, we have to have a ‘United States of Africa’ just as the United States of America was born. On June 03, 1963, East African leaders were already talking of a federation. Africa must have a Center of cravity. Where is the center of gravity of Africa? Nobody is careful about Africa. The situation in Africa does not give credit to Africa. It must be addressed and can be addressed. I am pro Africa. Bypassing the AU is not of interest to us. Some actors are always in search of enemies”
“You owe us a debt. Before you retiring and if possible in the next two or three years, you owe us the fruition of the East African Federation. We are here as leaders and citizens of East Africa to support you and other leaders in the region to eliminate barriers that impede trade, investment, labor and people working together. We need the Center of Gravity, we need not further; you will work on that Center of Gravity. People in this continent can trade better, do business better and connect better”

Gulu-Uganda: Uganda’s autocratic and charismatic President Yoweri Tibuhaburwa Kaguta Museveni has finally let the cat out of the bag on why he did not honor his January 1986 speech when he said the ‘problems of Africa are the leaders who overstay in office’ and had said he would hand over power after only four years. He had just won an election in January 2021 which would then extend his rule to forty un-interrupted years in 2026.

On Tuesday, July 06, 2021 he finally hinted on his desire to retire to his farm to look after his cows when he declared: “Please you people, I want to go and look after my cows. Create a center of gravity, I push you there, then I go and look after my cows. I am glad that His Excellency Ruto (Mr. Ruto was present at the time of this speech as his special guest) and other Kenyans and East African leaders support this idea. In Arusha, they are now talking the same language of confederation as the first step to Federation”.

While taking his sixth consecutive oath of office as re-elected President of Uganda on Wednesday, May 12, 2021, rejuvenated Museveni opened his speech with the following statement: “People of Uganda welcomes to Uganda. I thank you for showing solidarity with us. By 1900, Africa was colonized except Ethiopia because of fragmentation of Africa. Some tried tom resist but were defeated one by one because they were not united”.

As he was about to conclude, he said: “In this generation of African leaders, we have to have a ‘United States of Africa’ just as the United States of America was born. In a veiled attack on his critics on human rights, Mr. Museveni said, ‘I hear people talk of accountabilities but who will account for this hemorrhages foreigners are causing in Africa? This is no solution as exemplified by the Libya case. It is our duty to show all the sundries that we matter in our land. If you bring your rubbish, we deal with you. Elections are over. Let us get down to work”.

As if he had gone on a Sabbatical Leave after disappearing from the camera for about a fortnight, which caused public panic as fake news through social media had speculated his demise from Covid-19 after he was flown Germany to resuscitate his life, he appeared again on Tuesday July 06, 2021 where this dream was reactivated by his guest and Deputy President of Kenya, Mr. William Ruto.

Mr. Ruto was invited by Mr. Museveni to lay the foundation stone for the construction of a multi-billion Biological Drugs and mRNA vaccine manufacturing facility at Matuga, a Kampala City suburb in Wakiso district.

In reply, Mr. Museveni put his seal on Ruto’s declaration, “The good news from Deputy President Ruto which is the East African Federation. The good word if Africans of today don’t wake up and catch up with history, you may end up building a Latin America in Africa instead of a United State of Africa. North America has three countries; Canada, USA and Mexico while South America has about thirty countries.

He explained that Spanish colonies of South America got independence about 300 years ago but it is a failed continent and the difference between it and North America is so glaring.

“The US has huge power and prosperity while South America has misery and chaos. You see them walking trying to go to [the] US and being shut out at the border, he says, adding that “ they are running away from misery to prosperity yet they have more resources than the North but the way they are organized politically and economically [they] cannot succeed. It is a political disability. It has created perpetual political disability. Africa is Africa is one of the continents with disabilities and cannot do business”. He concludes.
